Information on the approval of the budget of the State Institution “Audit Public Oversight Body” for 2022

At a meeting of the Government on April 19, the Cabinet of Ministers of Ukraine adopted Resolution No. 464 “Certain issues of ensuring the activities of the State Institution “Audit Public Oversight Body for auditing activities” in 2022″. It approved the budget of the State Institution “Audit Public Oversight Body” for 2022.

The budget of the State Institution “Audit Public Oversight Body” for 2022 has been reduced by UAH 5 million compared to its project approved by the Audit Public Oversight Body at the end of 2021. In connection with the initiation by the Audit Public Oversight Body to reduce the financial burden on audit entities and customers of audit services by establishing the amount of the fee paid by auditing entities in favour of the Audit Public Oversight Body at the rate of 0 (zero) percent.

The Quality Assurance Inspection envisages additionally revising the budget of the State Institution “Audit Public Oversight Body” for 2022. In view of the expected legislative changes to reduce the fixed fee paid to the Audit Public Oversight Body, as well as the updating the priorities to ensure the sustainable functioning of the audit public oversight system during martial law and post-war economic reconstruction and the search for finding additional sources of funding. At the same time, the priority activities of the Audit Public Oversight Body remain the implementation of the functions provided by the Law of Ukraine “On audit of financial statements and auditing”, providing quality services to the subjects of the audit services market and maintaining a highly professional staff.

Інформаційне повідомлення щодо зменшення фінансового навантаження на суб’єктів аудиторської діяльності EN

З метою створення сприятливих умов для діяльності суб’єктів аудиторської діяльності під час дії воєнного стану в Україні та у період відновлення економіки після військових дій на засіданні Уряду 19 квітня прийнято постанову Кабінету Міністрів України від 19 квітня 2022 року № 464 “Деякі питання забезпечення діяльності державної установи “Орган суспільного нагляду за аудиторською діяльністю” у 2022 році”.

Зокрема змінами передбачається, що у 2022 році розмір внеску, який сплачується суб’єктами аудиторської діяльності на користь Органу суспільного нагляду за аудиторською діяльністю, становить 0 (нуль) відсотків. При цьому надмірно сплачені суб’єктами аудиторської діяльності суми внеску будуть зараховані в рахунок майбутніх платежів.

Реалізація акта забезпечить підтримку суб’єктів аудиторської діяльності в умовах введення воєнного стану та зменшить фінансове навантаження на замовників аудиторських послуг.

Information on the event to discuss topical issues of auditing during martial law and postwar economic recovery

The Audit Public Oversight Body in cooperation with the Audit Chamber of Ukraine is planning an event to discuss topical issues of auditing during martial law and post-war reconstruction of the country’s economy.

Representatives of the National Commission on Securities and Stock Market were invited to participate in the event to highlight topical issues on reporting to the regulator and the Ministry of Finance of Ukraine in order to clarify certain issues of financial monitoring during martial law.

It is also suggested a focus on the auditor’s consideration of going concern issues.

This event will be held on 27 April 2022 at 10:00 a.m. via videoconference using information and communication technologies using the Zoom application.

Information on an event held by the Audit Public Oversight Body together with the Audit Chamber of Ukraine on selected issues of auditing during martial law

On April 12, 2022, in the ZOOM conference mode, the Audit Public Oversight Body in cooperation with the Audit Chamber of Ukraine held an event on the peculiarities of conducting audit activities and ensuring the oversight functions during the martial law. More than 400 auditors attended the event.

During the event, the Executive Director of the Quality Assurance Inspection O. Kantsurov announced the key areas of legislative initiatives developed by the Audit Public Oversight Body. These legislative initiatives aimed at regulating certain issues concerning the implementation of auditing in order to support it during martial law and the post-war economic recovery period, as well as the termination of auditors and audit entities related to the aggressor country. In particular, it was noted that in terms of reducing the financial burden on audit entities it is proposed not to pay fees as a percentage of the amount of statutory audit contracts in favour of the Audit Public Oversight body and the Audit Chamber of Ukraine until the end of the second calendar year in which martial law is terminated or lifted. Also, reduce the fixed payment until the end of the year in which martial law will be terminated. Given the risk of deepening the problem of staff shortages and to facilitate entry into the profession, as regards the attestation of auditors, it was proposed to temporarily suspend the requirement to pass the internship of candidates for auditor for up to twenty-four months, to simplify the attestation procedure for persons with three or more years experience in the relevant fields by attesting them on the basis of the results of passing only a qualification exam, etc.

The Chairman of the Audit Chamber of Ukraine Kamenska T. highlighted the peculiarities of the functioning of the Register of Auditors and Audit Entities during martial law. She noted that at present, in order to protect the data on auditors and audited entities, access to the Register is restricted, and to get information on auditors and audited entities from the Register, interested persons should send requests to the e-mail address of the Audit Chamber of Ukraine.  However, she stressed that the Register is maintained, changes in the data on auditors and audited entities as and when received are entered into the Register by an authorised person of the Audit Chamber of Ukraine. And also drew the attention of auditors and audit entities, if possible, to submit information about changes in the information entered about them in the Register through the electronic cabinet.

In addition, during the event, representatives of the Audit Public Oversight Body and the Audit Chamber of Ukraine focused on a number of other relevant issues, namely:

about the exercise of the powers by the Audit Public Oversight Body and the Audit Chamber of Ukraine defined by Law of Ukraine On audit of financial statements and auditing;

appointment of audit entities аудиторської діяльності to provide services of the statutory audit of financial statements ;

informing the bodies that, according to the law, provisions supervise activities of the public interest entity;

payment of fees on the basis of the statutory audit outcomes financial statement;

reporting of audit entities to the Audit Public Oversight Body and the Audit Chamber of Ukraine;

the attestation of auditors and continuous training;

conduction quality control inspections, monitoring mandatory recommendations and implementing the disciplinary proceedings.

At the end of the event, representatives of the Audit Public Oversight Body and the Audit Chamber of Ukraine appealed to the audit community not to stop their business if possible, because it is important for the economy of our state. It was also emphasized that if the audit entity accepts and performs engagements, it is obliged to comply with the requirements of the law and International Standards on Auditing in the providing professional services.

Information on the event on selected audit issues during martial law

The Audit Public Oversight Body in cooperation with the Audit Chamber of Ukraine пis planning to hold an event on the specifics of conducting audit activities and oversight functions during martial law, in particular, to discuss issues relating to:

exercise by APOB and AChU of the powers defined by the Law of Ukraine On audit of financial statements and auditing;

maintenance of the Registry of auditors and audit entities and obtaining information by third parties from it;

the appointment of auditors to provide statutory audit services in respect of financial statements;

inform the authority that under the legislation provisions supervises activities of the public interest entities;

the payment of fees based on the results of the statutory audit of the financial statements;

reporting of audit entities to AChU and APOB;

attestation of auditors and continuous professional training of auditors;

the conduct quality control inspections, track mandatory recommendations and implementation of the disciplinary proceedings.

Окрім цього, планується висвітлення ключових напрямів законодавчих ініціатив, спрямованих на підтримку аудиторської професії в умовах військового стану і післявоєнний період.
